What is gochar?

Gochar is the Sanskrit word for transit. It is the movement of the grahas through the signs today, compared with where they sat when you were born.

Why count from the Moon sign?

Classical texts treat the Moon as the mind and use the Moon sign as house 1 for transits. Many people also look from the lagna. If you give your lagna, the result shows both counts.

What does "house from the Moon" mean?

Your Moon sign is the 1st house. The next sign is the 2nd, and so on round to the 12th. A graha in a sign is in that house from your Moon.

Is a transit good or bad?

I don't read it that way. A house is a topic, such as work, home or rest. A graha passing through it puts that topic in the light for a while. It's a prompt to pay attention, not a verdict.

Do I need my exact birth time?

No. Your Moon sign is enough. The lagna changes about every two hours, so it needs an exact time. Without it you get the houses from your Moon only.

Which astrology system does this use?

The sidereal zodiac with the Lahiri ayanamsa, the usual choice in Vedic astrology. Rahu and Ketu are the mean nodes. Dates and signs use Indian Standard Time.
